I agree that the very first place to start is with a well-fitting bra, and you may need to pay some big dollars for one, but it will be worth it. You need to be fitted by a specialist, because the wrong bra can make things worse and can cause you a lot of pain and discomfort.
The next thing you need to do is to work out what suits your figure and what doesn't. Sometimes when we try to hide things, we draw attention to them. I have large breasts too, and I used to wear high necks with the wrong neckline, and it would look like I was all chest. Believe it or not, a V-neck actually made things look a little more "normal."
You should check out "What Not to Wear" by Trinny Woodall and Susannah Constantine. I borrowed the book from my library but I think I'm going to buy my own copy. I took note of every thing they said about what to pick and what not to pick for my shape and it really works. They have a TV show that has recently changed presenters in the UK and has a US version as well. There is a link at the bottom of the UK site that has "rules" on what you might find flattering for your shape and you can print them off and take them shopping.
Don't be ashamed of your body. I'm so sorry that guys are so thick, but they don't by any means represent most men and there are heaps of men out there who are not so shallow or crass who don't dream of passing crude remarks.

I completely understand my sister and I both have that problem and we tackle it different ways. She currently wears 2 bras both by Victoria Secrets. They make bras that will reduce the way they look in clothes. Me I stopped caring after high school Dudes gawk at em in XXXL T-shirts so it doesn't matter to me. But I used to also wear 2 bra's or a Bra and a T-shirt or even an Ace Banadage across my chest.

You should wear a tight bra which will squeeze your pumpkins and make them feel like oranges. and on top wear a loose T-shirt. This way they will not bounce much. If u want I can help you do this.

Either stop wearing the tops or tape your chest down. By the way, if you don't want to be hassled, don't go nude to a Halloween party.

This is a problem I had to deal with my entire life. Now that I have crossed 40 and my husband (who always liked those jumbos) is no more, I am going to get a boob job. If you can't life with them reduce them.

Dress modestly. Don't wear what your friends do. If you show them, guys will look.
If you are looking for modest swimwear, go to www.wholesomewear.com.
