the symptoms of botulism are caused by the toxin produced by the bacteria. Heat may kill the bacteria, but the toxin will still remain to cause harm.

The botulism toxin is a heat-labile (unstable; readily changed) protein which can be destroyed by boiling at 100 C for one minute or heating in water at 80 C for 10 minutes.
The food most often responsible are meats, fish and vegetables; olives and fruits are occasionally responsible. Botulism can occur in infants fed honey, fresh fruits and vegetables, or other foods containing the spores.
The fatal dose of a contaminated food may be 0.1 ml.
Boil a canned food in water if the commodity is costly and if you suspect damage in the container. Otherwise, throw it away.

Open and empty content of can into a pan. Then boil and immediately lower to simmer for at least ten minutes...for prevention. It's what I was thought in Germany when I worked as a caregiver.

canned food should for the most part be ready to eat straight out of the cans. without any preparations. botulism occurs when the sealed can is broken. if the can is rusted, indicating its old age, i would avoid it altogether.

i wouldn't try boiling a can of food due to the chance it might blow up, a sure way to tell if a can of food is bad is to check the top and bottom for bulging, that means gas has built up from bacteria. also if the can is really dented or rusted. when in doubt, throw it out!!!

A sealed can should be fine without boiling it.
If the can is swollen. the contents are bad
smelling, or tasting. throw it away in a plastic
trashbag. Wash can opener, and hands with
warm soapy water.
