A system (including housing) is sustainable if it provides all people with secure livelihoods, in ways that do not compromise the ability of future generations to achieve secure livelihoods -
The World Commission on Environment and Development (also known as the “Brundt-land Commission”)

Livelihood is defined as access to adequate food and cash to meet basic needs. Security refers to secure ownership of, or access to, resources and income-earning activities,including reserves and assets to offset risk, ease shocks and meet contingencies. Sustainable refers to the maintenance or enhancement of resource productivity on a long-term basis

Housing is sustainable if future generations can also build, and afford to live in, similar houses. So the materials must come from renewable sources, not concrete. They must be local/reclaimed/reuseable taking as little energy to produce and supply as possible.

Services should be generated from renewable sources, eg water harvesting.
There should be no polluting outputs, eg wastewater treatment, clay based paints; no unburnt hydrocarbons, eg smoke.

Positive impact on local community, close to shops, schools, health services & work etc.

It has to do with how you get your utilities and food. In a truly sustainable house, most of the light is provided by the sun, electricity can be generated either by a water source nearby, or solar panels. heat is provided by sun, geothermal heating (and cooling), and in some cases, fast growing wood, such as willow. Most of the food is grown.
