Internet chat room text is not subject to copyright and you can legally do what you like with it. You would only get into trouble it the person you had borrowed from had borrowed some text that WAS subject to copyright. If you see a shining example of sophisticated language in a chat room, I would be suspicious that the latter is in fact the case.

It would be polite to say you liked that phrase and might use it yourself.

Technically it is plaigurism especially if you take these quotes and portray them as your own words or using them to make money. But who cares it's the internet right? It's not like you're using them in a college essay which of course would be a MUCH bigger deal if the real authors found out.

I think you should ask before using any quotes. It could save you from future legal trouble.
