You are 13. You are a child. Children do not yet have the emotional capacity to love in the same way as someone who is an adult although I know your emotions can be just as intense...
There are a lot of different types of love. What you are experiencing sounds like limerance or infatuation. It will go away eventually, most likely.

Love is a very, VERY strong word. Based on my experience, it has to be obtained and returned by the other person involved. If you don't feel strongly that he is in love with you, you shouldn't use the word "love". Loving someone and being IN love with them are two very different things. You can also have your heart broken without ever being in love. After all, you are just 13, there is plenty of time left for you to be in love and have boyfriends. I know this doesn't help your situation much, but it'll come in handy later when you have more serious relationships. At 13, I think that you are too young to have a serious relationship, but that's just me. You also have to think, what you have now is good, as you said he was your best friend. What if you date and you wind up hating each other? Even the people that love each other dearly can break up and wind up hating each other. You might break up and never speak to him again, but have to live with him every single day, especially if you go to the same schools or live near each other. If he is also 13, there's a good chance where he's still in that phase where he sees you as "one of the guys." There's a chance that you may always be the "girl friend" but never the "girlfriend"...If you know what I mean. That's what happens with a lot of "one of the guys" friendships. If I were you, I would just wait until you both matured a little bit more. Good things come to those who wait.

listen, im sorry but you are only 13, you dont know what love is yet, you will in time, but i think this is just a crush, but if you want him to like you, talk to him, but i dont think you realize how strong a word like love is, dont use it loosely, it holds more power than you realize

Sounds like your not acting sexy enough for him.
If you be nice to him he'll think of you as a friend.
If you do too much favors for him he'll think of you as a relative and if you act hot and sexy to him he'll think of you as a crush or girl friend.
