I suggest looking up the county you reside in and "health department". ie Jefferson County Health Department.

Just about anywhere in the USA, you get a Food/Beverage Handlers card/permit from the local county/state Health Department. Also, just about everywhere, what happens is this: You go in at a set time (call and find out when the next class is). You usually have to pay the fee up front, usually in cash (but some places will take a credit card). No pay, no class. You (and everyone else there for the permit) has to listen to a health department employee give a talk about the ideas behind the permit, then they usually give an over view of what happens next. Usually, they have you watch one or more fairly short videos, then you take a fairly short test based on what you saw in the videos (it's usually less than 50 questions, and almost always multiple choice.) In some places, they actually give you the test booklet at the beginning and allow you to mark off answers as the video reaches that question. Then your test score is determined, and usually you need around 80-85% correct to pass. Then usually, they give you your permit right then and there (sometimes, they mail them). The questions are incredibly easy, the test is even easier, and as long as you pay attention to the video(s), you cannot fail.

The basics you will need to know are:
Cleanliness- hand washing, preventing cross contamination
Food temperatures- what are the safe and danger zones?
What are the minimum safe internal temperatures for cooked beef, pork, seafood, and poultry?
How long can dairy products, meat, and similar items be left in a warmer, or at room temperature?

It's not rocket science, to be sure. Like I said, they give you all the answers, then immediately after give you the test. If you know how to correctly fill in multiple choice bubbles, and have short term memory retention longer than 15 minutes, you will not fail.

The idea is to get people the permit so they can get/keep a job, not fail people so they have to retake the test

I don't think you really have to study for that. I think you just go to the Dept of Health.
