If you're talking about PS2 Emulators, I don't think there are any that work and, no, you'll need the PS2 Kernel, which SONY does not legally distribute. But if you get the PC version of GTA - Liberty City, then you can play it on your PC.

you can play ps2 games on a pc
but you need to have a program known as play station emulator
you can get one here

No, you have to download pc-compatible software to run on your computer.
