If you are a level 1 person, you can only answer 20 questions per day. However, you can still ask questions, rate answers, and vote for 'best answer,' even though these too are limited. When you reach level 2, you may answer 40 questions per day.

you must have reached you limit for the day. Maybe try and get some points bast rating the answer already given. Also, you could wait until midnight PST then you can start answering all over again
