It does to a certain extent. It doesn't work as effectively as an actual silencer that was made for your gun, but if you seal it good it works pretty well. You have to be sure to seal it right, though!
Also, it will only last for a few shots before exploding or collapsing. As a matter of fact, I think it only works for one shot. I only did it once, because the pressure of the potato expanding freaked me out.

Put the gun down and then bake the potato..maybe you won't be so angry. Potatos are good...especially with cheese!

Yes, the potato will be very quiet after that. You won't have a noisy potato anymore.
