Like catnip says, it's all about the fringe benefits. The whole "serve and protect" crap is usually beaten out of you after a few years on the force looking at the crap your peers get away with.
And it always starts out small... like taking sandwiches and magazines from a 7-11 without paying for them. I saw a Chicago cop do that, and when he left I asked the cashier if he saw it... he said they do it all the time and there's nothing he can do about it.

So that when you or a member of your family drives drunk and gets in an accident and murders an innocent person, you and your buddies can "lose" the accident report, say the breathalyzer "malfunctioned" and intimidate witnesses so the murderer gets away with it. Same with other crimes members of your family commit, as a police officer, you can do things to be sure they get away with it.
Also, so you and your fellow officers can harass people who "mess with" your family members - you know, do things like at work when they refuse to completely change their vacation time, which they put in for first, so your family member can have it, let the boss know that it was them, not your family member, that completed a project, etc.
