It is both and yes we can give our personal hearts to Christ which allows the Holy Spirit to indwell within us and that will cause us to stop our evil from the inside out - and external evil cannot come in as long as we ask God to hedge us about therefore allowing the evil to be stopped from the outside in.

Both. The Bible says that Satan and all his evil angels are ruling this world. (Revelations 12:9; 1John 5:19). Aside from Satan's evil influence, we ourselves have that inclination to do what is bad. (Romans 7:21-23)
By ourselves we can not do anything to stop it. But, with God's help we can individually conquer the evils we face by not paying evil for evil for instance.(Romans 12:17) By cultivating the fruits of the holy spirit, namely: love, joy, peace, long-suffering, kindness, faith, mildness, and self-control we can control evil. (Galatians 5:22-23 )

Evil is the opposite of devine. There is a yin and a yang to everything. To every thing there is a season...... In all things and all people there is good and there is the capacity for evil. This world could not have great love without evil. For this world is perfect in its imperfection.

you can not stop the path this world is taking
all you can do is keep evil out of your own soul and pray for the evil outside and have a peace that God will put a halt to it all in His timing

Evil is within us and without us. We have sin in our hearts, but there is also a devil. What can we do about it? Pray that God changes our hearts (don't try to change your own heart...it doesn't work). As far as the devil goes, Ephesians 6:10 - 18

Its both. Read Romans 8, not only Crhistians "groan" over evil but the same chapter tells us that the whole creation "groans" as well. Everyone and everything suffers because of evil.

The Pagan aspect is that Evil resides within, that everybody who performs evil only has themselves to blame, and not to try and pass that act onto someone/somethings else.
Which is why Pagans do not believe in the Devil/Satan or what ever name is given.
Face up to ones own actions.

It's both, but, for the most part, it starts inside of people. There is a simple solution, "Submit yourselves, therefore, to God. Resist the devil, and he will flee from you." James 4:7. The ddevil influences people to do wrong things, and they give in, not knowing any better. YOU are a Spirit---you have a Soul(second mind)---you live in a Body.
YOUR Spirit(the REAL you) has the Nature of Satan(this is NOT Demon Possession)----Adam changed God's and hooked-up to satan Spiritually. Everybody else is hooked to him too, when they are born on this EARTH. That is why it is so easy to learn HOW to SIN.
Then satan(devil) and his fallen angels run around and try to kill, steal and destroy you 24-7.
If your not Born-Again(hooked back up to GOD, thourgh JESUS) than Evil is in you(not demonic possession) and around you. If you are Born-Again, then Evil is around you.

"Evil" is up to each person's free will. Therefore it is internal, and the only way to 'do something about it' is to BE LOVE, and bring more love and peace out from within you. That is always up to your free will, and no one can interfere with that.
I hope everyone chooses love.
