She may just be surprised, and she wasn't sure how to react. Let her think about it, let it settle in for a few days, and then approach her again, tell her that you really do like her and want to get to know her better, that you are sincere.

If she thinks of you as just a friend, you have a tough challenge. Try doing something romantic, and start treating her more like someone you like and less like a "buddy" - it will either make her feel much more comfortable or much more weird. But at least then you'll know which way it is going!
