Does The TAKS test decide whether you are passed to the next grade level?

No. It is only with the TAKS Exit Level that you must pass in order to graduate/successfully complete 12th grade.

Only in some district like HISD
i have a cousin who failed the taks test every year from 3rd to 8th
and he had to go to summer school every year.

no.....It only determines if you need extra help the next year or have to take the test agauin
