Its Hindi /Urdu .thats more towrds Urdu poetic style .
i am an urdu speaker and can understand both .

It says

who would have called you Ghazal (a form of poetry) ,if i would not have been there
who would have called your face rose-like , if i would not have been there

This is Hindi poetry roughly translated to:

Who would sing songs to you if I didnot exist......
who would compare your lovely face to that of soft beautiful rose....
it is a miracle.........

Gazal is urdu poetry which is musical and rich with meaning.

Bow this poetry u have posted here.....it can be a real poetry praising somebosy

it is making fun of someone...welll both are possible.

India has many dialects but in general you could say the language is Indian/Hindu I'm 100% certain, i wrote the language down and searched for it and it took me to an Indian site.
