Depends on the kind of bird and the cleanliness of the facility where you purchase. When getting a bird, remember it is a lifetime commitment just like a dog or cat. I recommend you go to a pet shop and look at all the available birds, while there, you can hear how noisy the different birds are.
Birds from smallest to largest can be quite noisy or messy but some are quiet and gentle. Hand fed birds are usually the gentlest and can cost the most.Get your bird from a shop one of your friends highly recommend. Unless you are getting a rehabilitated bird from the Humane Society, get a young bird. Unfortunately some pet shops have a tendency to resell birds. I think the practice is unethical. No matter what type bird, it should be fed a pellet diet along with fruits and vegetables and some table foods. Feeding a pellet diet instead of seeds, the bird lives longer and cleanup a lot easier. There is a lot of info on the net and books available for any pet bird.
Some things to consider before purchasing a bird.
Birds don't like to be alone all day in a without companionship.
Boarding arrangements must be made for your vacation.
Cost of diet and supplies and cage need to be considered.
Birds see an Avian Vet.
A quiet, gentle, small bird, is a diamond dove (female)

Birds can be the most wonderful pets given the right care and dedication. You will get from a bird just what you give. However, they require time, attention and care. If you are prepared to give them that, great. If you are going to stick them in a cage or an aviary and only visit them once a day to feed and clean them they will not work out to be good pets. It takes a while to gain the trust and love from a bird (much longer than that of a cat or a dog) but once you earn it, you will have it for life.

Birds are excellent pets. You gotta learn how to take care of them and how to handle them though. They have fairly delicate immune systems and they are also food for other animals, so you have to be rally careful about taking them outside. If you get a bird, you should definitely get a subscription to Bird Talk Magazine. Bird Talk is packed with great info on taking care of your bird. I highly recommend it.

Personally, I don't think people should keep birds in cages. They have wings to fly for a reason. But I have owned a few birds in my life and I think they are extremely messy and loud.

It depends how much time you are willing to spend with them, if you just leave them in there cage they will get aggressive, but if you get them out regularly they are very friendly.
Birds can also be very entertaining, Charlie, my bird likes to tease the dog when ever I get him out of his cage.
