It is 7 pm *if* Israel and the US are both on or both off of daylight savings time. Since in Israel, the change to DST is computed based on the Jewish calendar (until the next time they change the law--typically every year or two), there's no way to be sure without checking carefully.

It should be 7pm in Israel, but you have to be careful. Eastern Time is changed to daylight saving time (DST) on the Sunday following the last Friday of March, while Israel changes to DST on the last Friday of March. So for two days before Eastern Time switchs to DST, the time difference becomes 8 hours, not 7. Also, Israel goes back to winter time on the last Monday of September, while Eastern Time in the US goes back in the Sunday following the last Friday of October. Therefore, for about a whole month, the time difference between Eastern Time and Israel becomes 6 hours, not 7.
