NO
If you want a fairer complexion use sun screen.
You could also use a lighter make up foundation and powder.
Your complexion is inherited, not much you can do about that except not let the sun darken what you already have.

This answer might surprise you, several things to have a fairer complexion are in your home. For example, eat things with a lot of Vitamin E. Vitamin E maintains your skin and helps restor it after it is damaged by the sun or other things. Also carrots, are a good source to make your skin vibrant and glowing. (Don't eat too many mind you. :) )

This is a very odd question. Did you perhaps mean a clearer complexion? If you meant "fairer", my best advice would be to stay out of the sun. If you do go out in the sun, wear SPF50 and a big, floppy hat. This won't make you any fairer, but you won't tan, either.

Your skin tone is unique to your person. It was designed by your genetic makeup to be a filter for the environment to protect you. The melanin pigment in your skin protects from sunlight and slows down the aging process. Some people have suffered skin injury from inflamations, pregnancy, sun damage or hormone treatments. Skin lighteners and brighteners are considered skin rejuvenation and are sold to fix these conditions. Some of these lighteners have contained mercury and steroids. Check thoroughly on the product before you try it. One place to look is smartskincare.com, which rates dozens of retail skin lighteners from Aveeno to Tri-Lumina with actual user experiences.
As to food supplements, there are many remedies like lemon juice or cucumber or drinking lots of water, but they all boil down to the common sense idea of getting all the vitamins and minerals you need but not too many and keeping the skin clean and protected from the sun and wind.

Why do you want a fairer complexion? You can always try a paler make up foundation.

I once wanted to get rid of my freckles and went to a dermatologist. She gave me a prescription cream to fade them; but warned they'd come back with too much sun. I couldn't remember what the cream was called. Seemed to me it began with and 'h' or "hydro" prefix. That's all I could remember.
On line I saw a similar question and a prescription called Tri-Luma mentioned with the same conditions. SO, perhaps I had the generic for that.
Anyway, go see your dermatologist for this answer. You'll need to go to them to get the script anyway.
For over the counter, all you have to work with is your standard fade cream.

I am not sure what you can eat to make your skin lighter, but a friend of my father's discovered that by crushing up aspirin and mixing it with milk to form a paste she could use it to treat acne blemishes. Neat, huh?
