It's really easy to do in Photoshop. There are a couple different ways to do it.

The first would be to create one document with all four photos on it, each photo on a seperate layer. Then you create a Hue/Saturation adjustment layer for each individual layer. By selecting colorize from the Hue/Saturation dialog box, you can edit the over all color of the photo.

Another method would be to create one document with all four photos on a seperate layer then creating a new layer on top of each photo layer filled with a color. Change each fill layer type to overlay or colorize. Then just linke the colored layers with the photo layers below it (Alt+Click the layer line below it) and then the photo layer will take on the properties of the color linked above it.

As long as each photo is on it's own layer, there is no end to the amount of distortion, colorization, rasteration, etc that can be done to each individual photo. Whether it's the same effect to all, or a random mess of photoshop effects.
