I want to dye my brown hair a light red, but I have black eyebrows. I thought temporary would be best, but I'm a little nervous. Will it wash out in 28 washings like the box says?

of course, if you wash it, then it fades

I would never trust what a box says and not just because I'm a stylist. I answered this partially in another question... but if a color is TRUELY temporary, it will contain NO AMONIA or AMONIA DERIVITIVES. if it DOES contain amonia, it causes the cuticle to swell, allowing the color molecules to penetrate the hair shaft. Once the cuticle closes back down the molecules are then trapped in and it takes a LONG TIME to get them ALL out. If it is TRUELY temporary, the color molecules just lie on the outside of the hair shaft almost coating it, which can be washed away in 6-8 shampoos.
Now this can change depending on the porosity of your own hair. Blondes, for instance can use a temporary color, and it make not wash out for several months, just because their hair is more porous (porosity- the hairs ability to hold onto moisture).
Hope this helps.

If you want your hair to be a lighter color than a temporary color won't work because for you hair to become lighter you need a peroxide base..

I would say go for highlights or something like that so it isn't so dramatic a change if you are nervous about how it will look!

yeah it is, thats why its called that :) after mabye even less than 28 washings, it fades gradually, and the left over tint just blends in naturally with your hair, give it a try!

Well, yes. I've used a few dyes, (and my hair is MUCH thinner because of it) but the box is almost always right!

Yes, the dye will only last as long as it says. Sometimes it will last shorter than that.

i would honestly say that it depends on your hair type (curly hair holds color longer) and the brand. i would try dying a part of your hair red, like one strand, and then see if you like it, and how fast it comes out.
