A seal like cough can be croup or whooping cough. You MUST get him to a Dr. just to make sure. Don't delay, it could progress into epiglottitis which comes on quickly and is potentially fatal from suffocation.
the best "relief" from the symptoms is from a cool mist humidifyer...make a tent over the bed and pump in the mist.
If it;s asthma, it will be worse with the humidifyer.
If it's croup, make sure the child is well hydrated (drink lots of water) and use the humidifyer.

If you have Vick's, rub it on his chest, back and just a little on his neck , if you rub to much on his neck it may be to much for him and give him a burning feeling as their skin is very sensitive. Really massage it into his chest and back or if you have one of those vapourizers, let that run especially when he sleeps and the steam should hopefully lessen his cough. Good Luck.

2. remove water
3. take 2 eggs and crack it in the hot water & stir
4. add sugar and sesame oil
5. serve

dry cough's are typical of asthma, but he is in the right age for rsv and croupe, viral infections, you can't do anything for those but if it is viral, hell have a temp, if no temp get him in to doc to see about some albuterol
