I think it's not a moisturizing lotion alone that could help. What you need to do is use a good “body scrub” first to eliminate dead skin and dead cells. This will leave your pores open and your skin ready for a better penetration of the moisturizing cream.
By the way, don't use a lotion, emulsion of body butter. Use a "cream-based product.
As for the brand, it doesn't make any difference as long as you pick a brand that uses natural ingredients and that has good manufacturing standards (in other words, a good reputation). And don’t be tricked by toilettery brands. They are useless most of the times. Good luck

I have atopic dermatitis which causes dry skin;I've had this condition for 40+ years so all of the products I'm listing were recommended to me by dermatologists.
The Cetaphil Line This line includes cleansers as well as a great cream moisturizer.Stop using soap;soap is very drying.
Cetaphil has a non-drying bar cleanser that can be used instead of bar soap;the lotion cleanser is excellent,too and can be used with or without water.Cetaphil has moisturizers just for facial skin,too,if you need it.
Aveeno Bath Products The colloidal oatmeal line includes a bath powder and a bath/shower oil as well as shaving cream.Colloidal oatmeal is very soothing to itchy skin.The oil provides the skin with an extra layer of moisture,a good base for the Cetaphil cream.
If your skin gets really itchy try Cortaid's new lotion,as well.

You may need to address your issues with a doctor. Sometimes such dry skin is being caused by something & lotion may not remedy it. ...I think neutrogena is really good and so is cetaphil Also, you should consider applying lotion right after you bathe, like within the first 3minutes. This helps seal in the moisture. If you are someone who likes really hot showers, you might also consider the fact that this will impact the dryness of your scalp and skin.

Try Lubriderm. It comes in a variety of types, including unscented, sensitve skin. Neutrogena makes a body lotion and a hand cream that are very good also. These can also be found in unscented if you're bothered by fragrances. They can be found at large department stores and drug stores.
