Oral sex is a form of sexual activity. So yes you both did break your promise. But, those abstinence pldeges are broken all the time so don't feel bad about yourselves. You are only human and you have urges that you will act on sometimes. Don't let anyone tell you that you are a bad person because of this. If you are going to be sexually active(yes,oral sex counts you as sexually active), then make sure you use a condom every single time. Even when having oral sex. You can get free condoms confidentially(meaning nobody has to know other than you) at your local family planning/planned parenthood clinic.
You can also buy condoms at stores(CVS,Walgreens,Wal Mart,7-11), there is no age limit or age requirement to buy condoms so you could buy them yourselves. If you are practicings oral sex than you should also be using something called a dental dam, you can get them free and confidentially(without your parents knowing) at any family planning/planned parenthood clinic. You can also buy them at stores(CVS,Wal Mart,Walgreens etc..) because again there is no age limit or age requirement to buy them. If you make the choice to have intercourse, you can go on birth control. You parents do not need to know about this either, you can get birth control from any family planning/planned parenthood clinic for free or for very little money. You could also ask your doctor to put you on birth control and he buy law cannot tell your parents. If you have unprotected sexual intercourse and are afraid you may be pregnant, you can go to your local Family Planning/Planned Parenthood clinic to get the "morning after pill. Again, your parents do not need to know.

That depends on entirely on you. Abstinence is a promise you make to yourself, so you have to define the terms of the promise. What will you abstain from? Intercourse, oral sex, or sex in general? What about abstinence from other indulgences, like alcohol?
Havind said that, it's very hard to stay abstinent from intercourse without abstaining from oral sex too. You know how it is. You engage in oral, and one thing leads to another. You give in to temptation, and the next thing you know you're having a full on romp. If you want to abstain from intercourse, it's probably a good idea to avoid oral sex too.
Other repliers make a good point. Diseases can be transmitted orally too.

In my opinion, yes. The primary reason for abstinence is to preserve your innocense by not getting intimate with anyone other than your life-long mate.
Wouldn't you call "oral sex" an intimate moment?
I suppose it depends on your definition of "abstinence". So she probably believes she is right. Just make sure that you don't adjust your own behavior based on what SHE believes. Follow your heart.

Yes. Abstinence is refraining from any sexual activity. Since Oral sex is still a sexual activity, she has broken her commitment to stay abstinent.

Abstinence NOUN: 1. The act or practice of refraining from indulging an appetite, as for food or sexual contact.
Oral sex is a form of sex, whether it involves vaginal penetration or not, it still counts. In which case, your friend engaged in oral sex, she did break her promise. Abstinant means you refrain from sex, of any form - oral, vaginal, and anal.

What was the purpose of the abstinence? If it was to prevent pregnancy, then it worked, didn't it? If it was to prevent disease, that's not a very sensible path to take.
You can't practice abstinence on a part-time basis, that's like being a teetotaller on weekdays!

The dual purpose of abstinence is to protect you from pregnancy and STD's. Since you can easily catch and STD in the way described then YES SHE DID.

"Abstinence" is commonly considered as abstinence from vaginal intercourse. So if she just gave some guy a BJ, then she hasn't broken her promise.
