do all priests in italy in the catholic church insist on the bride covering shoulders and arms?

This has nothing to do with Italy, this has to do with individual churches and priests. I got married 12 years ago in the States and the one priest wouldn't let me wear off the shoulder, but another priest would. This question is totally up to the church and priest who marries you, so check with him.

Not really, its up to the bride! It all depends on the weather! otherwise normal bridal dress!

You might consider wearing a matching coat or shawl just in the church (which would be more appropriate anyway) and remove it afterwards.
