A blasphemer is someone that talks bad about God, an infidel is someone that acts against the government (to overthrow them or whatever), usually because of a forecully imposed religion.

A blasphemer is a person who speaks or writes untruthful things about God, Allah, or any other deity or religion. The term also refers to someone who claims to be a god. The Pharisees considered Jesus to be a blasphemer because he said he was the son of God.

An infidel is a non-believer or a person who denounces a religion (or all religion).

An infidel is one who does not believe in the faith in question.
