The vests are called PFDs, for Personal Floatation Devices. There are many different styles. Mustang puts out a dandy -- it contains a CO2 cartridge and an emergency whistle, folded inside of it, and the PFD itself folds into what looks like a wide pair of suspenders. They're really great because they don't chafe or rub. If you need to use the jacket, pull the tab and the CO2 cartridge releases, expanding and unfolding the jacket.
