A dog that is that nasty at such a young age may have something seriously wrong with him. You may or may not be able to train him. You may end up living in fear of being bitten for the next twelve years. Especially if you have kids, I'd recommend getting an evaluation from an EXPERIENCED professional trainer - get a recommendation from a local vet. Many people calling themselves "master trainers" have no more experience than you do dealing with a dog like this. You'll waste a LOT of money on a dog that isn't worth it. Bad temperament cannot be "cured".
I'd also suggest reading some really good books on training BEFORE you get your next dog. Try not to do it randomly - there are a lot of bad books out there also! These are some of my favorites:
What All Good Dogs Should Know - Volhard
Good Owners, Great Dogs - Brian Kilcommins
Dog Tricks : Eighty-Eight Challenging Activities for Your Dog from World-Class Trainers by Haggerty and Benjamin
Don't Shoot the Dog - Pryor
Training Your Dog: The Step by Step Method - Volhard
Dog Problems - Benjamin
Cesar's Way - Cesar Millan
Also, watch the Dog Whisperer on the National Geographic Channel. Cesar Millan is the best trainer I've ever seen on TV.

Border collies and Beagles are just that way. Of course behavior training will help some but as the dog grows up, the innate Alfa behavior will only worsen. in the end you'll have a dog that will behave for you when you are there, but will be hostile to nearly ANY one else. You're best bet is to adopt the dog out to someone who likes this behavior in a dog. When you pick out a new puppy, Choose one out of a litter and pick the one that is sleeping while the others are wrestling, or seems to be getting ganged up on by the others. Poochie's company is definately not worth the trouble and headaches that you're in for with this dog.

He could be in pain. Its not normal for a three month puppy to have a temperment. He's either in pain, or has been abused already in his short life.
I would start with a vet, and move on to a therapist, (someone who tests the dog for behavior problems and can help you train the dog through them).
In all likeliness the animal is a noisy agressive player, and you're mistaking it for anger. Puppies of any breed will bare their teeth, bite and snarl when theyre in a playful mood. If he's doing something thats not nice, you need to tell him no, and either remove him from the situation for a few minutes, or startle him enough with the volume of your voice or clapping to get his attention and tell him no.
Start with a vet.

Find a dog behaviourist. He'll discover what the problem is and how to solve it. Do it soon! The longer you leave it the more ingrained the bad behaviour gets. Good luck.

obedience, obedience, obedience...this is a no brainer, you should absolutely not get a puppy without having the knowledge to train the dog yourself or enrolling in puppy classes, and then adult obedience classes. This is the way to get bad behaviors under control and ensure that your dog's behavior will not get out of hand.

Take him to a pet store that offers training dogs. PetSmart pet stores has a training place inside their store. I'm not sure what the cost is, but it might help.

If you have kids I'd get rid of the dog. It's very hard to correct this kind of aggression. Talk to a vet or trainer....good luck...
