There is an actual term for this. It's called "wool munching" and no I'm not kidding. I used to have a cat that did this constantly. It happens when kittens, for one reason or another, get weaned before they are ready. It is a mimicking of their suckling and just helps to make them feel safe and secure. It has absolutely nothing to do with masturbation or sexual maturity at all.

Has he been fixed (neutered) yet? If not then yes I think he may be having relations with your blanket. If he sprays urine all over the walls marking his territory go to the vet and get him fixed. There are programs available that will help defray the cost of the surgery if your financially strapped (use goolge to find them) and male cats recover within a day. It will help stop this from occuring

The fleece feels like fur to the cat and his kneading is what a cat does with its mother. Sounds like you have a very happy, well adjusted, loving cat.

No. But it is an expression of personal bondage and affection. The cat treats you as his mother cat, and the blanket (which must have your scent) as a substitute.
Nutering might help, but an acquired habit like this might even continue afterwards, although less frequently.

No he just loves his blanket mine does it to my cover fleece I keep on my bed but only my black cat does it and he drags it onto the floor when he cant get on the bed

If it's a wool blanket, he's chewing because of the lanolin in the wool. Be careful though, if he's actually eating the blanket it could cause an intestinal blockage. If not, let him be...it's his blanky!

Neutering doesn t make a difference. My cat was neutered at 3 months, he is now 5. And he actually just started doing this.
