no one messed up with it. actually at the time of construction after the 5th floor was built there was some problem with foundation of pisa tower and it started to lean on one side. even after seeing this they decided to continue with the construction and today we have the leaning tower of pisa

(If I recall my history texts)... I think it was substandard soil and very heavy marble which caused it to begin sinking. So I guess the original designer(s) messed it up? It started to sink while still being built, and the builders tried to straighten it up as they built higher.
