huh? you mean for windows themes and the like?
well for starters it helps if you tell us what you're using. at this stage it could be a PC (with windows 95, 98, NT4, Me, 2000, XP or even Vista, Linux, BSD, or a host of others), a Mac (with OS8, 9, OSX), even an Amiga or some other specialist thing.
assuming you mean a PC with XP (the most common choice by far, currently), right-click on the desktop and choose "properties" from the menu that comes up. the rest should be pretty damn obvious. you can change your desktop icons, overall theme, screen resolution, background, screensaver etc from here too. to get at the nitty gritty of all the colours you may need to go into the "advanced" option on the Colours tab.

i presume you mean the background colour editor ,well you need to go control panel>display properties>appearence
for your monitor colour you normally press menu>colour>and you can increase or decrease colour and red,green,blue prefs
you can also alter the computer video card colour ,in nvidia cards...right click>nvidia display>colour prefrences
in ati cards ...right click>catylyst control center>colour and alter the colour there

try your monitor. otherwise the control panel can sort out other problems.
