well,the standard grades level that i am aware of are A, B, C ,D,F
and i am sure that it is being regulated by the department of education.
If there are no D's in your school it might probably be your school internal rules.
You can actually call the department of education and you will get an answer.
You can also go to your school catalog under grading policy.

I would think so. However, if they've pulled the numbers per letter down to match the lowest D score, that would be alright. For instance, if normally you'd get a D at 60 points, but at your school you get a C, then I wouldn't complain. They may have done that to boost morale and not lower confidence, as a D score might.
However, if all the D scores are now F scores, that wouldn't seem right, to me.

yes they can do that. Things change.

Here's what my school does:
A=90-100
B=80-89
C=70-79
F=anything below 70
