You can trace a plate if...
1. it's your car
2. you have the owners permission and signature
3. you are a licensed wrecker service and need to notify the owner of an impounded vehicle
4. you are law enforcement
5. you are insurance and investigating an accident of the behalf of your customer

sure, if you know a cop or have a reason for it, like a murder threat or a stalking or something. My sister used to know a few cops and they did stuff like that for her.
