I'm partial to the Canon Powershot A series. Cheap, versatile and excellent image quality though a bit bulky. Olympus, Fuji, Nikon all have good cameras as well. Notice they're all former film camera makers as well. There are many decent newcomers to the arena too but the traditional camera companies bring out more consistently good models.
To find out the best camera for you, first figure out your budget. Remember to factor in any accessories such as extra batteries or larger memory cards that you'd want.
Then determine how much control you want. The more functions you want, in general, the larger the camera will be. You want sexy, you'll have to pare down your flexibility. You want more control, you'll have to go up in the size of the camera body.
And don't, I repeat, don't worry about the pixel ratings. The difference between a 4 MP camera and 8 MP camera is not going to be obvious unless you are planning on blowing up your shots to mini poster size.
You should expect to get a respectable setup for around US$300.

According to the 2006 Consumer Reports buying the best Compact Digital Camera is the Canon PowerShot A510. It is listed there for $180 and is listed at Very Good. It's got 3 megapixels and four times optical zoom.
I have the Kodak z740 and it's awesome!!!! I paid around 300 when it first came out...it's great....I love it. Easy to use and probably cheaper now.
If these don't sound good go to www.cnet.com and find some great reviews!
P.S. Optical Zoom is what to look for....digital zoom doesn't really matter.

If you want to buy a camera, first you have to identify exactly what do you want. take a picture and print it or watch it by your monitor. If you want to print, The megapixle will become a good case for study. If you want to watch it by monitor the maximum distiguished power of your monitor and your eye is around 3.5 to 4 mega pixle.
But be aware that the most important thing is your lens. Canon lens and carl zies lens (On Sony cameras) are the best. In my idea Canon camera give us better picture than sony ones. I have a Canon A520 with 4 megapix and 4X optical zoom. I experienced it as a very good and also economic camera.

What are you taking pictures of?
What is your budget?
Will you use it indoors or outdoors the most?
Do you plan on printing or just saving to computer?
Does the size and weight matter?
Do you need HQ pics?
Video?
Video and Audio?
Tells more about what you want to use it for and what made you decide to get one? ie kids, grandkids, family, traveling?
