yes. If the child is young enough, it's the parent's responsibility for teaching them morals. If the kid misbehaves enough to the point of seriously damaging property, or hurting someone else, age should be considered. There comes a point when a kid is old enough to know right from wrong and should be held accountable for their own actions.

I agree with junkbondtrader, it should all be determined on age and ability to know right from wrong, parents should be held accountable for some of the burden depending on age. Its a case by case deal

How old is the kid? Can the parents afford it? What did he do? All those questions are factors in the decision
