No. The swinging motion of your arms aids your balance while running, just as it does while walking (no kidding, try doing it while holding your arms stock still and see how much harder it is). Well, I suppose in that regard it helps since you can run better if you're not off-balance.

However, there might be a minor aerodynamic impact if you hold your fingers straight out instead of balling them into a fist.

If you haven't noticed, your arms are going to swing at the same rate as you legs, just in the opposite direction.

There are some runners who find that concentrating on swinging their arms helps them in the late stages of the race when their legs are dying. Exagerating their forward arm swing causes them to get more knee lift. This a trick that 400m runners use in the late 50m.
