Take ESL (English as a second language) classes loyally, ongoing, and interact in as much conversation as you can with English speaking people who's first language is English in order to force yourself to use it. Don't give up. I've seen it done. You have to be VERY persistent.

1-listen to native English speakers when they talk
2-concentrate when watchin' an English or American movie and try NOT to look at the traslation line at the bottom of screen.
3- try to buy and English talkin' dictionary so u can get the American or British right accent.
3- Listen to English songs and read lots of English magazines. to be honest it takes time and whoever tells you that you can learn English in a week or so is just a LIAR and a dreamer because acquiring a language cannot be achieved over the night so be patient and you would get the best results :)
first step, listen& listen & listen..babies "listen" for more than a year then start speaking themsleves :)
so act like a baby if you want to learn English and don't forget to "mimic" native English speakers as hard as you can so you can acquire their accents as well ..
best of luck X

If you have never formally studied the language, it would be better to begin learning the basics in a private language centre with modern audio visual aid. You could also meet and interact with fellow students presenting opportunities to practise conversational english. This whole learning environment is conducive to learning the language in a methodical and correct way.
Additionally, you should try to read materials printed in english (newspapers, magazines) listen to english radio programmes and watch programmes in english.

It helps to watch TV in English; and don't shy-away from speaking in English. The best way to learn is through conversation.

no dear don't watch the English television if you don't speak English... they are destroying the language all the time but try
- to read semplified english stories
- read the double language stories which is now avilable in many languages and you will find it so easy to know the meaning of the word because every page in English is translated to another language in the next page, it's now available in Arabic and some of the unfamous languages all over the world
-use an electronic dictionary with voice to teach u how to pronounce correctly.
- take English courses in reputable place in your home country.
good luck

Unlike a number of people here, it'll help at an early stage to sort out the differences between
who's and whose
your and you're
it's and its
their, there and they're
etc!
Also don't use u, bcuz, b4, wanna or gonna when you're writing a job application, and don't forget about capital letters!

Your question is written in English, so did you compose the question, or did you have someone else post it? Seems to me this is the start you inquire about. If you're a beginner, start with the basics, alphabet, numbers and nouns (persons, places, things) If you're advanced, study subjects of interest to you.
