Okey day. The first thing to note is there are entirely natural reasons for you to be experiencing "breast shrinkage" which aren't really medical problems.
Understand that, as gross as it may be to put it in these terms, breasts are very much fatty tissue and water retention. The upshot of that is anything which causes you to reduce your body fat content or body's water content is going to naturally cause your breasts to get smaller.
If you are dieting or have lost a lot of weight lately (or are still in the process), yes, your breasts are going to get smaller as you do.
Also, if you're doing anything which causes you to retain less water in your body (you're using a lot of caffeine, taking diuretics, doing a lot of cardiovascular exercise and not being careful to drink enough water, whatev...), again, your breasts are going to get smaller.
Fat and water may be the enemy when it comes to the thighs or the pier you feel you could build across your backside during that ever so special time of the month when your body turns into a collection agent for the mob and beats you up for not delivering your protection kiddies on time, but they really are your breast friends since they pump up the plump.
If none of that's going on, or even if it is, and you're very concerned, then you should do two things. One, try talking to your parents. Your mother is probably going to be the obvious stop there. Two, see your gyno just like people are telling you... or even your regular doctor.
Believe it or not, family docs and pedes are very familiar with helping girls your age with this problem.
It certainly couldn't hurt. The least that will happen is your doctor will examine you, tell you you're fine, and leave you with that cliche bit of adult advice no teenager wants to hear "this is just the way you're supposed to develop; give it time and don't worry about it so much". If there is something wrong with you physically, though, it gives your doctor a chance to find out what's wrong with you and fix it before it becomes a more serious issue for you.
So, not a bad idea if you're stressing over it, yeah?
As for natural things... first, remember you aren't supposed to be a twig. Females are supposed to be a bit rounder than males are... or to put it in other words "women are supposed to have hips". Trust me, guys realize just what that's all about when they get a bit more experience and thought under their... hats.
In any case, as cruel as some guys can be, you have to ask yourself if you want to end up with a guy who loves you only after you went "twiggy", or if you want to end up with a guy that wants the real you. I mean, when you hit forty, which one do you thinks gonna stick with you and keep loving you, and which do you think's gonna dump you with the kids and go look for the cute young barmaid?
Sorry, but it's true. Guys can be pigs sometimes and you're better off with a stand-up gentleman than a slop rooter.
Go for not trying to be as thin as possible, but as healthy as possible.
On the physical front, make sure you get plenty of exercise. You don't have to bust butt being an athlete about it (in fact being intensely athletic seems to discourage having breasts, and if you don't believe me, go thumb up footage of just about every women's gymnastics competition and see if you can spot a decent set of breasts on any of those girls), just stay in shape.
Also, do some light weight training (under the supervision of someone trained to help you do it right) to tone the muscles in your chest and upper body. Not only will it make you look more sculpted overall, but if you develop the muscles in your chest a bit, they will "push forward" what breast tissue you have and make them appear fuller. So long as you don't overdo it, your breasts will continue to have that feminine curve to them instead of look like the breasts you see on the serious weightlifters.
Doing that, taking care of yourself, and taking time really are probably the things that are going to get you the best results.
Because you're under 18, you shouldn't really try to use herbal supplements on your own. There are several, but the prime ingredient in just about all of them is going to be saw palmetto. It doesn't seem to be a harmful herb, and doctors frequently recommend it (though usually not to females).
The most natural thing you can take to encourage your body in the development arena is to include a bit of soy in your diet. Substitute soy milk for regular milk on your cereal... or buy a nice lo-fat chocolate soy milk if you like such things, so you can drink a glass of it and not feel bad. Again, couldn't hurt (unless you're allergic to soy), and lots of women swear by it to keep them healthy-- not to mention lots of doctors swear by it, too.
Whatever "natural" solution you turn to as far as supplements go will probably work on the principle of providing you with "natural estrogens". Some will include soy, some will talk about using black cohosh, dong quai, or chaste berry (vitex)... like I said a lot of the herbal combinations out there will have saw palmetto, but all of them are aiming to do the same thing.
You can google "natural breast enhancement" if you want to learn more, I promise there'll be no end of sites just dying to tell you all about it.
However they work, you need to be careful with supplements and remember a couple of very important things. Supplements can all claim to be the miracle cure or the #1 thing you need to fix any problem you didn't even know you had, but it isn't a regulated industry, so the claims could be bogus, the explanation could be an outright lie, and pill you're taking may not even have the ingredients you're paying for in it.
Also, remember this. In the case of ALL those supplements, the effect is temporary. You stop taking the pills, and whatever size you gained waves you goodbye as it fades into the distance.
To be honest, much as this blows, if your body is still working on going from girl to woman, the best thing to do if you're not sick is to let it do what it needs to do without trying to take anything, natural or otherwise, to alter its growth.
Mama nature has about a billion years of experience getting you to grow up right. You have a lot less.
So, first things first, talk to your mother and see your doctor. You're at an age where you should at least start thinking about visiting one for general check-ups and exams to make sure... well, that you're growing up into a healthy woman.
If the doc says all's well in the land of Oz, remember to lay off the pop and the caffeine. They aren't breast friendly. Lay off the diuretics and stimulants if you don't need them (again, not breast friendly).
Don't try to be skinny as a twig and aim to be really healthy instead. Keep your stress down to a minimum and make sure to get plenty of sleep. If stress and insomnia can put you off your cycle (and they can), guess what body systems they're mucking with?
Drink plenty of good old plain water (don't go nuts... just don't go thirsty... your regular eight glasses a day is enough), and exercise to tone the muscles in your upper body, and let your body work on growing up.
It may not be the fastest way to get where you want to go, and it's almost certainly not the easiest, but it's the method where you're going to end up with breasts that are genuinely you and not just a trick from a pill or a creme... which means you get to keep them without having to continually pay someone else for the privilege of having your body.
