If every team has the same number of points, the same goal difference and the same number of goals for and against then the following method is employed:

Greatest number of points obtained in all group matches, Goal difference in all group matches, Greatest number of goals scored in all matches.

If two or more teams are equal on the basis of the above three criteria, their rankings will be determined as follows:

Greatest number of points obtained in the group, matches between the teams concerned, Goal difference resulting from the group matches between the teams concerned , Greater number of goals scored in all group matches between the teams concerned, Drawing of lots by the organising committee for the Fifa World Cup.

Though highly unlikely, it is possible to have all the 4 teams in a group to finish level on points. However, only the top two teams from each group advance to the second stage. In such case, the 2 teams to qualify for the secound stage will be decided by tie-breakers. This is done as follows:
first is goal difference ie total goals scored less total goals conceded, then total goals scored. If still inseperable then head-to-head results and finally, if needed, drawing of lots.

They choose the best looking two teams from the group who are then selected to go forward to the next round.
