It depends on how much you want to spend. A cage would cost more than a glass tank, and it would most likely eventually rust and need replacement. Unless you buy one of those crappy plastic cages that your critter will chew through and possible get a blocked intestine from. Not recommended.
A glass tank will be sufficient as long as you clean it out with a solution of 1 part bleach 2 parts water once a week. And change the shavings daily. Also don't forget the lid for it. Dwarf hamsters are expert escape artists.

A cage because a terrarium gets sticky and your hamster need lots of air that needs to be circulating. But don't put your hamster in a breeze, it could cause an infection.

a terrarium is more like a micro environment
,with plants and rocks and caves and little waterfalls and ,
and for a hamster should be quit big .a cage is boring and practical you can walk around with it
.
I made a terrarium about a 8 meters by 4 ,with huge glass windows in front and caves and waterfalls at the back
,like a little world .much nicer than any old cage.for a variety of animals ,turtles ,snakes ,lizards

I don't know what the others are, but I had 2 Dwarf Hamsters and I loved them to death for the 2 years they lived...Then they died and I was devastated. They don't live long.

I would say a cage as long as it is child/animal proof. And the bars have to be close together. Another reason is it is ventalated and won't get too hot for the hamster.

my kids have hamsters and we build a large habitat, its totaly awesome and they have so much room, it includeds hiding places, sleeping loft, many things to climb on etc. its like a jungle in there and we can always put a few more hamsters in there .
I'd say build your own, the stuff from stores arent made that good , I have yet to buy a cage from a store, never will.
( material i used is all pet safe and they cant chew through it )

I think a terrarium is better because you are able to see the animal with less risk of being bitten.

I have used both, the metal ones can rust, a terrarium is ok and easier to clean.
