Not sure about the world cup but:-

Ramon Unzaga, from Spain, is credited to have performed the first bicycle kick in 1914. He migrated to Chile and his kick was called the chilena (the term means a Chilean-style kick). The Brazilian player Leônidas da Silva perfected the bicycle kick in the 30’s and 40’s and Pelé made it world famous in the 60’s and 70’s (Galeano, 1999).

The first player to perform a bycicle kick in a World Cup is Leonidas da Silva, top scorer of the 1938 World Cup, in Brazil´s bizarre opening match in that tournament against Poland - 6x4 win.

He was so flexible that the French nicknamed him "Rubber Man". In Brazil, he was known as the "Black Diamond". The chocolate brand with his name is still a hit today, 70 years later.

In one of the dumbest coaching decisions of all time, Leonidas was sidelined to rest in the semifinals by Brazilian coach Ademar Pimenta, and Brazil ended up losing that match against Italy 1-2.

The first Brazilian credited with using the Bycicle Kick is Petronilho de Brito, from whom Leonidas created his own version.

Pele has to his credit the fact that he was the first player to swing his legs on air while performing the technique.
