Tools menu, internet options.
Security tab. (The one with the globe, local intranet, blocked sites, etc)
click custom level.
Scroll down. See the allow downloads option? Is it set to what you want?

Also, you might have javascript disabled.. or activeX... honestly, with internet explorer it could be so many things. Try Mozilla sea monkey or FireFox.
