It is still rape and the offender needs to be punished to the fullest extent of the law.

very few states call it statutory rape anymore because often it is voluntary. No minor can consent legally to have sex.
Most states also have crimes about sexually touching children. The cut off for most states is usually 12 to 14 years old. SO, in the situation you describe, the 17 yr old could be prosecuted for that type of crime which is considered MUCH more serious since an 11 year old is more of a child still.

i believe so. i think there is a 3 year rule in most states. any two minors who's ages differ by 3 years or more, can not have consenting sexual relations.
unless that rule applies to 18 yr olds and 15 yr olds, in which it states that even though the 18 year old is no longer a minor, he or she can have consensual sex with a minor, so long as the age does not differ by more than 3 years.
i am not sure though, but i agree, its wrong.
BUT, a 17 yr old is still a minor, and in which case, they themselves are "incapable of making the decision of consent" so they are not at fault.

Yes, it would still be considered rape. The 11 year old is not at the "age of consent". So the 17 year old's age would not even matter. That is how they determine minor sex with a minor cases.

Its rape! In most states there cannot be more than a four year difference in age between the two parties. Also, a minor under the law cannot give legal consent.

It is rape. There is more than 2-3 years seperation in age, therefore, rape. And it doesn't matter if both are under 18. At 11, this person is a baby still.

It depends in the state. In California and most states, when one person has sex with another person and both are underage, its only counted as rape if the difference in age is three years. So in your case, for the majority of the possible states this could have occurred in, yes it is rape.

It depends a lot on your country and state. I think that there needs to be about a 2-3 year gap maximum for any sexual relationship with one partner under 18.

It is still rape, as the age gets closer together variouis states have different laws on exactly what age is what level. but at 11 any sex by anyone in (any state I know of) it is still rape.

An 11 year old can't consent.
A deputy told me once that there is no statutory anymore it's straight up rape. But that's Ohio law.
