Because the bars need a marketing gimmick to get people to stop in on their way home from work. If they give you 1/2 price drinks and free food until you are toasted, you just might stay and drink all night - if not they at least had your wallet, i mean "company" for an hour or 2.

because people like to drink, but society tells them there is a place and time for it, and happy hour happens to be the time!
its the time to start drinking,
its sort of like how the day after thanksgiving is the time to start shopping for christmas.
same idea.

to entice people to spend more money.
thats like asking why do stores have sales.....to bring in more business.
