I'm thinking for a car or motorcycle.

Yep ! You Sure can ! You can do do it eiter way tho too...
If it's "in" The base coat color, it will slightly change the color.
If it's "in" the clear, it will change the FX of the color, kinda giving it a "flip-flop". But if you put it in just the clear, make sure they clear it with just clear (w/ no pearl in it), so they have something to wet sand & buff, if they need to. Or else they will move the "pearl". Now....What colour Pearl do you want.........???

Yes. you paint the pearl paint on, then cover it with coats of clear coat.

Go with number one guy, sounds as if he knows what he is saying but use more than one clear coat, four or five to be exact. Along with the color chnaging ever so slightly. But then buff it out..and try to have it dry under heat lamps not your open garage floor or bench..
