Because your staring at him, think about it, everytime you look, he looks, he might be wondering why your staring at him, maybe you are pleasing for him to look at, you just notice him looking at you cause your looking at him, if he's close enough, when you look at him staring at you ask him, " did you say something to me?" that might get you talking to eachother, & end the staring thing.

Depends on how he stares at you. Ask him. What's the worst he could say? Just ask him what's up. (but don't be too blunt!)
