appart from my colleagues answer from upstairs i would say that its when you can kick the ball without anyone interfering in a 9 mts distance.. these are usually sanctioned when the other team commits a fault

If your talking about a free kick in soccer, it is when an opposition player trips your player, when it touches the other players hands or when someone gets hurt. Hope that answers it.
