i'm really confused about it b.c i always have different people telling me different things.

It basically means he's not smart enough to figure out anything else to do with his mouth like kissing (duh!) or maybe even carrying on a good old fashioned conversation. Its merely a stupid rumor that blowing in a womans ear is supposed to turn her on, but obviously that didnt happen here, so tell Romeo to turn it up a notch, or find a new hobby!!

There are some women for whom the ear is a very sensitive erogenous zone, and a lot of guys know this. So if he's blowing into your ear, it means he's trying to get you turned on.
