Is it dangerous to give Blockbuster your phone number?

No. They use it only if you forget to bring a movie back, or if you leave the DVD in your player and bring back the case. They'll are very nice when they call, though.

If you don't give a phone number, they won't give you an account, or if they try to call, they can cancel your account.

No. I've had a membership for over 10 years with them, I have never had a problem. I don't think you can get a membership with out giving them your phone number. You're borrowing their property there has to be a contact number.
