how could a publishing house improve its activities due to the market with using R&D? and is there any special forum for guiding to such a matter?

Well, right now I would say the R&D in publishing has produced print on demand for printed books and innovative online advertising like the preview the book before you buy on line technology. Any process is refineable - every industry can use R&D.
I don't think I know what you mean by "forum for guiding to such a matter", but in this internet age, I am sure there is a forum for just about everything. I would suggest browsing things like Yahoo Group or Ryze Networking. There must also be some magazine or periodical dedicated to the subject.
