this is my usuall strategy
Step one:
be sure which pookemon you want to catch and be sure you haven't caught it already
step two:
be sure to have ten or more of the hiest level poke-ball possible
step three:
check where the pokemon lives one your pokedex
choose one
step four:
battle with a pokemon about the same level* and gradually use weak attacks untill opponents HP is in the red zone
Step five:
switch to a pokemon that can give a status effect (sleep is the best next to frozen)
step six:
switch with a strong pokemon but dont attack throw your best Poke-balls like crazy

*if you don't have a pokemon about the same level CATCH ONE then use it to battle

I always manage to get the pokemon at the end if I nail down all the steps
