To be specific, at Chris Blackwell's Island studios in Kingston, Jamaica. Before that, reggae was still basically known as "ska" and was an underground thing. "Catch A Fire" by Bob Marley and the Wailers is considered to be the first "Reggae" album.

It was developed in Jamaica.
"Rocksteady" and "Ska" came first and evolved by the early '70s into reggae music.
